Abstract

As getting ready to join the Europe Comminity with the experience that the Austria – Hungarian centeralist Government our local view must be observed with the sample of the European government’s criterion. The structure which is needed in this study must be brought up. And also it has been try to show the way to the legal and pratical applications in Austria by handling the historical, legal and pratical dimensions of the concept “Ombudsman” which was mentioned in our country for a long time. The value and the responsibility given to this consept “Ombudsman” (Which was first seen in Austria) by Austria can be understood clearly.
